The rule is 60% EC passport holders for next year (I think 60%, may be 50 or 75, I'll have to check.)
AFAIK, stamps in the passport do *not* count as EC passport holders.

Work permits are not the issue, as it is the EC %age that becomes vitally important. The number of required work permits decreases to only the 40% remainder. Besides, work permits are not an issue if the player already has a work permit and has played in 75% of his teams games.

Ayr have the highest %age of work permit and non-EC players. Storm are second. I think Sheffield are close to fulfulling the requirement with their current squad, and Nottingham are OK.
Don't take all the above as gospel, but its about right.
