Acidental high sticks

When a player is acidently high sticked and it draws blood is it an automatic 2+2 penalty?
When Brebant acidently high sticked someone and it drew blood, when we played Nottingham home a while ago, he recieved a 2+2, which I was told at the time was automatic.
But why when at Bracknell last night, Hoffman was acidently high sticked and it drew blood, did the ref make no penalty call? The high stick offence Brebant committed was no
worse than the one Bracknell did on Hoffman last night.
PS Kirkham was the ref last night, does anyone know who the ref was when we played Nottingham on the 30th November?
