So in one sentence you say the ref has no discretion and then in the next you say the ref has complete discretion.

You are rapidly disappearing up your own arse.

The ref decides the call first and foremost. He then decides whether calling that way creates a coincedental. He then decides whether calling it as coincedental is in the best interests of the game. He may change the call to avoid or create a coincedental situation.

In all cases the ref has compete discretion to call what he sees fit.

You can quote the rulebook all you like, the refs don't call it that way. Just because you have a rulebook doesn't mean you know the game or how it is called.

You know how it *should* be called. I know how it *is* called. Big difference.
