I'm not sure they are. For example, a player from each side gets a 2 for roughing, although both players go into the box sometimes both teams continue with four outskaters and sometimes with five a piece. My understanding is that the penalty is coincidental if both teams keep 5 outskaters on the ice, but not if both are down to four. My question is, why on a roughing call for example is it sometimes coincidental and sometimes not!? All anyone can tell me is that is is much to complicated to explain...which I think means they don't know! Any offers?
